This essay is an historical review on Mexican penalties, imprisonment and penitentiary system that comprises the XIX and the XX centuries. It encompasses from the efforts of Mariano Otero to adopt the Philadelphia penitentiary system, the building of the first Mexican penitentiary, in Guadalajara, during the first half of the XIX century, up to the actual construc-tion, physically and legislatively speaking, of modern places of confinement in Mexi-co City, the Estado de Mexico and Jalisco. Adequate norms, decent establishments and prepared personnel are indispensable elements if a worthy development and efficacy of penitentiary institutions in Mexico is sought.
